Your 200 vouchers, you should buy only labour bills. Why you ask, becuase they will allow you to keep 5 building slots rather than just the 2.

Or you could get some Interogations as they boost the population of your city and you need a high population to upgrade your palace. And it gives you lots of gold from a low tax rate.
